Currently based in London, England, he spent the first 24 years of his legal career in the United States. Jay chairs Baker Botts’ international arbitration and dispute resolution practice. Jay has acted as advocate or arbitrator in disputes in Asia, the Middle East, Europe, Africa and the Americas, with total amounts in dispute exceeding US$ 125 billion. He has served as lead counsel in LNG price reviews, take-or-pay disputes and many types of upstream energy disputes.

After graduating from Dartmouth College (1983) and Stanford Law School (1986), Jay served as a law clerk for present Supreme Court Justice Ruth Bader Ginsburg. He has taught trial advocacy, served as a Deputy Judge of the International Court of Appeal of the Federation Internationale de l’Automobile and currently serves as a steward at FIA-sanctioned automobile racing events.
